About

A Hong Kong practice for claims stories that hold up in committee

Why we exist

Insurers and TPAs around Victoria Harbour already own rich claims histories. What they often lack is time to turn those extracts into exhibits directors can debate without an interpreter.

Filehorizonbase was formed in Aberdeen to sit between claims operations, reserving, and risk governance. We draw charts, write the commentary, and facilitate the reading — then step back so your internal teams keep ownership of the book.

We are not selling a licensed application. We deliver engagements: diagnostics, board packs, large-loss briefs, workshops, and reinsurance exhibits grounded in the files you authorise.

How we work with clients

Claims vocabulary first

Loss triangles, reopen flags, recovery ratios, and large-loss clusters stay in the language your handlers already use.

Governance-ready packs

Movement bridges and annotated exhibits for Hong Kong risk committees, not vanity heat maps.

Local presence

Analysis can be remote; workshops and walkthroughs happen in Hong Kong, including near our Aberdeen base.

People and judgement

Engagements are led by analysts who have sat with motor, property, liability, and marine claims books. We do not claim actuarial certification on every pack; when a formal reserve opinion is required, we coordinate with your appointed actuary rather than impersonating that role.

Values we keep visible

  • Honest gaps in extracts beat silent assumptions.
  • Colour marks exceptions the committee must discuss.
  • Recommendations stay few, concrete, and owned by a named role.
  • Claim-level files leave when the engagement window closes unless contracted otherwise.
